Ze zorgen ervoor dat opkomende (superieure) technologie\u00ebn de concurrentie aan kunnen gaan met gevestigde technologie\u00ebn. Zodat deze niet uit de markt worden gedrukt. Maar subsidies hebben ook een omgekeerd effect, zo blijkt. Ze drukken eveneens opkomende en zelfs superieure concurrerende technologie\u00ebn uit de markt, doordat banken de subsidie zijn gaan zien als financieringsinstrument. Een gesubsidieerd project lijkt dan ineens veel zekerder dan een n\u00f3g beter project, dat de subsidie niet nodig heeft en op eigen benen zou moeten staan. Zoals bij biogas.<\/strong><\/p>\n<figure id=\"attachment_4511\" aria-describedby=\"caption-attachment-4511\" style=\"width: 290px\" class=\"wp-caption alignleft\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-4511\" alt=\"LNG tanker\" src=\"https:\/\/www.biobasedpress.eu\/wp-content\/uploads\/2013\/09\/LNG-tanker1-300x225.jpg\" width=\"300\" height=\"225\" srcset=\"https:\/\/www.biobasedpress.eu\/wp-content\/uploads\/2013\/09\/LNG-tanker1-300x225.jpg 300w, https:\/\/www.biobasedpress.eu\/wp-content\/uploads\/2013\/09\/LNG-tanker1-500x375.jpg 500w, https:\/\/www.biobasedpress.eu\/wp-content\/uploads\/2013\/09\/LNG-tanker1.jpg 640w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><figcaption id=\"caption-attachment-4511\" class=\"wp-caption-text\">Europese biogasprojecten in het vervoer staan ineens weer in de belangstelling; ze profiteren van de opbouw van LNG infrastructuur, nu de VS geen LNG meer importeert.<\/figcaption><\/figure>\n<p><strong>Het geval-biogas<\/strong><br \/>\nSubsidies zijn geen populaire instrumenten. Ze kosten geld. En toch is in vele gevallen een subsidie nodig als sluitstuk van een stimuleringsregeling. Tarieven en methodologie vormen een bron van discussie. Vaak blijkt de regeling toch net z\u00f3 te zijn ontworpen dat de subsidie voortijdig moet worden stop gezet wegens onverwacht (geld verslindend) succes. Velen hebben Duitsland benijd om zijn ruim en toekomstbestendig feed-in tarief voor duurzame elektriciteit. Maar zelfs die regeling blijkt perverse effecten te hebben, nu het net zich niet snel genoeg kan aanpassen aan de inmiddels zeer grote duurzame leveringen.<\/p>\n<p>In Nederland blijken er bijeffecten op te treden bij de stimuleringsregeling voor biogas. De SDE+ subsidieert voornamelijk toepassing van biogas in de elektriciteitsopwekking; de onrendabele top wordt afgedekt. De concurrerende toepassing, die in het vervoer, was al concurrerend op de markt. Daarom werd gebruik van biogas in het vervoer niet gesubsidieerd (tenzij dit via het gasnet werd geleverd), en dat in de elektriciteitsopwekking wel. Dit hoewel uit systeemstudies steeds naar voren komt dat de toepassing in het verkeer beter is. Nu blijkt echter dat banken de subsidie zien als gegarandeerde inkomsten voor een project. En doordat ze na de bankencrisis sterk risicomijdend zijn geworden, komen elektriciteitsprojecten plotseling beter van de grond dan de superieure vervoersprojecten.<\/p>\n<p><strong>En toen kwam schaliegas<\/strong><br \/>\nMaar sinds kort zijn de rollen omgedraaid. Biogas vindt ineens wel zijn weg naar de vervoerssector (zie <a title=\"LBG in de polder\" href=\"https:\/\/www.biobasedpress.eu\/nl\/2013\/04\/vloeibaar-gemaakt-groen-gas-lbg-in-de-polder\/\">ons artikel over HarvestaGG<\/a>), vooral in de vorm van vloeibaar gemaakt biogas (LBG, Liquid BioGas). De reden daarvoor ligt geheel buiten de biogasmarkt. Oliemaatschappijen maken zich plots sterk voor LNG (vloeibaar aardgas) in het vervoer. Reden: ze zitten met een groot aanbod van LNG. Vroeger vond dit zijn weg naar Japan en de VS. Maar sinds ze daar een overvloed aan (schalie)gas hebben, liggen de importterminals daar stil, of worden ze juist omgebouwd voor de export. Europa is een logische nieuwe afzetmarkt voor LNG. In snel tempo wordt LNG-infrastructuur van de grond getild, en beleidsnota\u2019s staan ineens vol met de voordelen van LNG als motorbrandstof, vooral in zwaar transport en de binnen- en kustvaart. LBG lift straks moeiteloos op deze beweging mee omdat het gebruik maakt van dezelfde infrastructuur.<\/p>\n<p>Zo kwam alles toch nog goed, zou je zeggen.
