Ter vergelijking, in 1960 passeerden we het 300 ppm niveau. Wat te doen? Producten maken die vrijwel CO2-neutraal zijn. Biopolymeren als PLA dus. En belasting heffen die de aanschaf van dit soort producten stimuleert.&#8217;<\/strong><\/p>\n<figure id=\"attachment_4298\" aria-describedby=\"caption-attachment-4298\" style=\"width: 268px\" class=\"wp-caption alignleft\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-4298\" alt=\"Jan Noordegraaf\" src=\"https:\/\/www.biobasedpress.eu\/wp-content\/uploads\/2013\/07\/Jan-Noordegraaf1.jpg\" width=\"278\" height=\"181\" \/><figcaption id=\"caption-attachment-4298\" class=\"wp-caption-text\">Jan Noordegraaf, bedekt met zijn eigen PLA-korrels.<\/figcaption><\/figure>\n<p><strong>Consumenten willen wel<\/strong><br \/>\n&#8216;Bij zuinige auto&#8217;s lukte dat heel aardig&#8217;, zegt Jan Noordegraaf, algemeen directeur\u00a0 van Synbra Technology BV, de Nederlandse producent van de bioplastic PLA (polymelkzuur) o.a. gebruikt voor de fabricage van het isolatiemiddel BioFoam. &#8216;Op de goede manier met belastingheffing omspringen, hier wat verlagen en daar wat verhogen \u2013 zo krijg je een nieuwe, CO2-arme bedrijfstak van de grond.&#8217; In Nederland ging dat zelfs te goed met de zuinige auto&#8217;s, en in Duitsland met de zelfgeproduceerde stroom uit zonnepanelen. Consumenten willen wel, zeker als zij eigen voordeel zien en als de overheid stimuleert door kleine ingrepen in de belastingen.<\/p>\n<p>&#8216;De belangrijkste biopolymeren lijken voorlopig bioPE en bioPET,&#8217; aldus Jan Noordegraaf, &#8216;maar PLA is met afstand het meest duurzame en het meest effici\u00ebnte. BioPE heeft voor de productie tweemaal zoveel suiker nodig als PLA. Er is ook al behoorlijk wat biopolymeer op de markt, maar deze pikt dit nieuwe product nog steeds niet echt op. Wat de marktdoorbraak tegenhoudt is de prijs (fossiele polymeren kosten zo&#8217;n \u20ac 1,50 tot \u20ac 2,- per kilo, biopolymeren zijn \u20ac 0,50 tot\u00a0 \u20ac 0,80 duurder) en enkele vermeende \u2018issues\u2019. Zoals: de beschikbaarheid, labeling, onzekerheid over shelf life, en onduidelijkheid die nog bestaat over compostering. Hoewel wij op al deze punten bevredigende antwoorden kunnen geven, wil de verpakkingsindustrie daar nog niet echt naar luisteren. Wel zeker is de drievoudige beperking van de CO2-uitstoot tijdens de productie van de biopolymeren ten opzichte van kunststoffen uit aardolie: 800 kilo CO2 voor een ton PLA en 2.725 kilo gemiddeld per ton fossiele polymeren. Ondanks die positieve verschillen is er nog steeds geen sprake van een level playing field.&#8217;<\/p>\n<p><strong>Maar de industrie let alleen op de prijs<\/strong><br \/>\nIn de materialenwereld gaat het momenteel uitsluitend om de prijs. De mooie klimaatcijfers voor biopolymeren spelen in de praktijk geen rol. Mooie woorden over een groen randje of lage CO2-uitstoot helpen niet. Daarom worden er, ook in Nederland, nog steeds veel te weinig biokunststoffen als PLA gemaakt. Om te voorkomen dat ze straks, ondanks hun goede klimaateigenschappen, toch niet echt van de grond komen, stelt Jan Noordegraaf voor om \u00e9\u00e9n eurocent per kilo fossiel polymeer extra CO2-belasting te heffen en voor de biopolymeren de verpakkingsbelasting met \u20ac 0,50 tot \u20ac 0,80 te verminderen (dus net het prijsverschil tussen bio en petro). En vervolgens die verlaging langzaam te verkleinen naarmate de omvang van de hoeveelheid geproduceerde biopolymeren toeneemt. Gezien de hoeveelheden in de markt is deze maatregel budgetneutraal voor de overheid.<\/p>\n<p>&#8216;Dus overheid,&#8217; zegt Jan Noordegraaf, &#8216;doe waar je goed in bent en hef extra belasting voor de fossiele kunststoffen en compenseer daarmee die voor de biokunststoffen, net als je dat bij de schonere auto&#8217;s hebt gedaan.
