ILUC is misschien in 2000-2010 helemaal niet voorgekomen \u2013 het verrassende resultaat van ons onderzoek bij Biomass Research, gebruik makend van statistieken die niet eerder voor dit doel waren geanalyseerd. Ja, boeren teelden veel meer gewassen voor biobrandstoffen. Maar dit werd meer dan goedgemaakt door meerdere oogsten per jaar vooral in tropische gebieden, en doordat eerder braak gelegd land opnieuw in gebruik werd genomen. Boeren namen niet zozeer nieuw land in gebruik; ze gebruikten hun land doelmatiger.<\/strong><\/p>\n

Meerdere oogsten<\/strong>
\nEerder deze maand stelde de milieucommissie van het Europees Parlement (EP) een maximum van 5,5% vast voor biobrandstoffen uit eerste generatie (eetbare) gewassen, vanwege hun effect op de voedselvoorziening. Discussies over veranderingen in landgebruik (ILUC) door de productie van biobrandstoffen hebben de laatste jaren grote invloed gehad op de beleidsvorming op dit gebied. Volgens sommige studies zouden biobrandstoffen de wereldvoedselvoorziening in gevaar brengen. Het trefwoord was verdringing: boeren zouden geen twee markten tegelijkertijd kunnen bedienen. Uiteindelijk zouden biobrandstoffen leiden tot ILUC: een maat voor de verdrijving van voedselgewassen door biobrandstoffen, met ontbossing als uiteindelijk gevolg. Maar ons onderzoek laat zien dat biobrandstoffen voedselproductie niet hebben verdreven, tenminste niet tot nu toe.<\/p>\n

Ons belangrijkste resultaat is dat boeren het land opnieuw gingen inzaaien, waardoor zij meer dan \u00e9\u00e9n oogst per jaar van het land konden halen. En ze namen braak gelegd land weer in gebruik. Zo teelden ze grondstoffen voor biobrandstoffen zonder de voedselvoorziening in gevaar te brengen. Natuurlijk was er land nodig voor de vergrote productie van biobrandstoffen. Voor urbanisatie (inclusief wegen, industrieterreinen, en nieuwe natuur- en toeristengebieden) was zelfs nog twee keer zo veel land nodig. En verrassend genoeg: het verbeterde landgebruik compenseerde per saldo beide effecten.<\/p>\n

Tot dusver moesten ILUC onderzoekers het doen met modelberekeningen<\/strong>
\nBoeren slaagden er dus in om grotere opbrengsten te halen \u2013 uit minder land. Dit was verrassend, want we hadden verwacht dat de vergrote productie van biobrandstoffen tenminste deels ten koste was gegaan van de voedselproductie. We wisten dat boeren graag voldoen aan een toenemende vraag naar hun gewassen, en we verwachtten dus dat ze braak gelegd land weer in gebruik zouden gaan nemen. We verwachtten niet dat boeren zouden overgaan op meerdere oogsten. Maar dat deden ze wel. Daarmee konden ze het verlies aan land door biobrandstoffen en urbanisatie goed maken. Er is daarom op macroschaal geen bewijs voor de stelling dat grootschalige kap van regenwoud wordt veroorzaakt door biobrandstoffen.<\/p>\n

Wij gebruikten een nieuwe aanpak in ons onderzoek. Wij gebruikten gegevens over landgebruik en teelten van instanties als het Food and Agricultural Policy Research Institute (FAPRI), en de Food and Agriculture Organisation van de Verenigde Naties (FAO). Tot nu toe moesten onderzoekers van biobrandstoffen het doen met modelberekeningen. En kennelijk gaan de ILUC modellen voorbij aan het effect van meerdere oogsten.<\/p>\n

Redenen voor optimisme<\/strong>
\nDit betekent niet dat biobrandstoffen de voedselproductie nooit zullen gaan verdringen. Land kan maar op \u00e9\u00e9n manier worden gebruikt. Op sommige plaatsen kunnen boeren energiegewassen gaan telen waar eerder voedselgewassen werden geteeld. Dit moeten we tegengaan: bestaande landrechten moeten altijd worden gerespecteerd. Maar er zijn redenen voor optimisme. In 2000-2010 hebben boeren per saldo voldoende gewassen geteeld om de groei aan biobrandstoffen op te vangen, waarbij ze dus aan de vraag van beide markten hebben voldaan. Dit betekent niet dat er geen honger meer is geleden. En biobrandstoffen kunnen in de toekomst nog altijd voedselgewassen verdringen.<\/p>\n

Ons rapport verschijnt op een moment waarop het biobrandstoffenbeleid onder vuur ligt. Maar, zo blijkt, vaak met onjuiste argumenten. Wij hopen dat de feiten die we hebben ontdekt, een rol zullen spelen bij verdere discussies over biobrandstoffen en ILUC.<\/p>\n
