Ministeries winnen aan macht ten opzichte van gemeenten en provincies; Europa wil steeds meer nationale besluitvorming \u2018harmoniseren\u2019. Daarmee krijgen lokale democratische organen steeds minder te zeggen. Het Rijk hevelt steeds meer landelijke taken over naar gemeenten, zoals uitvoering van de sociale verzekeringswetten. Het gaat hier echter om uitvoering van deze wetten, niet om besluitvorming daarover. Gemeenten voeren steeds meer taken uit, dat wel, maar met gelden van de nationale overheid en onder haar regie. Het Rijk beperkt gemeenten in hun speelruimte met de zogenoemde gouden koorden, dat wil zeggen doeluitkeringen vanuit de rijkskas die de gemeenten binnen streng geregelde normen mogen beheren. Zodat gemeenten het geld voor milieubescherming niet besteden aan onderwijs, of omgekeerd.<\/p>\n<p>Gemeenten hebben zelf weinig speelruimte voor eigen beleid. Eigen beleid kunnen zij alleen voeren met eigen geld \u2013 en juist eigen geld hebben zij vrijwel niet. Landelijke wetgeving heeft gemeentelijke belastingheffing verregaand aan banden gelegd. Slechts een klein deel van de gemeentelijke inkomsten bestaat uit \u2018eigen\u2019 geld, het gemiddelde bij Nederlandse gemeenten bedraagt 10%. En \u2018wie betaalt, bepaalt\u2019. Daarom vereist een goed functionerende lokale democratie lokale belastingheffing. Met omkering van de Amerikaanse bevrijdingsleus bij de \u2018Boston tea party\u2019, \u2018No taxation without representation\u2019, zouden we nu kunnen zeggen: \u2018No representation without taxation\u2019.<\/p>\n<figure id=\"attachment_3722\" aria-describedby=\"caption-attachment-3722\" style=\"width: 290px\" class=\"wp-caption alignleft\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-3722\" alt=\"Olijfbomen in Griekenland\" src=\"https:\/\/www.biobasedpress.eu\/wp-content\/uploads\/2013\/03\/Olive-trees-in-Greece-300x225.jpg\" width=\"300\" height=\"225\" srcset=\"https:\/\/www.biobasedpress.eu\/wp-content\/uploads\/2013\/03\/Olive-trees-in-Greece-300x225.jpg 300w, https:\/\/www.biobasedpress.eu\/wp-content\/uploads\/2013\/03\/Olive-trees-in-Greece-500x375.jpg 500w, https:\/\/www.biobasedpress.eu\/wp-content\/uploads\/2013\/03\/Olive-trees-in-Greece.jpg 800w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><figcaption id=\"caption-attachment-3722\" class=\"wp-caption-text\">&#8230; en de Griekse op olijfolie. Net als in de Oudheid, maar op veel hoger technologisch peil.<\/figcaption><\/figure>\n<p><strong>Naar grotere regionale zelfstandigheid<\/strong><br \/>\nDe biobased society zal voor een belangrijk deel worden gekenmerkt door een circulaire economie: een belangrijk deel van de waarde wordt in de regio gegenereerd en weer verwerkt. De precieze vormgeving daarvan wordt mede afhankelijk van de lokale bodemstructuur en het lokale klimaat, die bepalen welke gewassen door boeren in de regio zullen worden geteeld. De Finse economie zal weer voor een belangrijk deel worden bepaald door hout, en de Griekse door olijfolie \u2013 zoals ook in de oudheid, maar dan op veel hoger technologisch peil. Het is heel goed mogelijk dat onderwijs, milieuzorg, familieverhoudingen, bijstand aan armen etc. hiervan invloed ondervinden. Het Europese project kan in dit licht alleen slagen wanneer er binnen een kader van het tegengaan van oneerlijke concurrentie, ruimte ontstaat voor lokale accenten. Een ruimte, preciezer gezegd, bepaald door ruimere lokale belastingheffing, en door autonomie bij het besteden van de lokale gelden.<\/p>\n<p>De meeste mensen denken dat de zaken het beste geregeld worden wanneer zij zelf er iets over te zeggen hebben; dat bevordert de centralisatie in onze maatschappij. Centrale belastingheffing genereert grote centrale geldstromen \u2013 en wie zou de mannen en vrouwen die tot het hoge ambt geroepen zijn om dit geld te beheren, hun verantwoordelijkheid bij de goede besteding ervan willen afnemen? Maar juist deze grote geldstromen moeten kleiner worden.
