The Conversation praatte ons bij <\/strong>over de onderhandelingen rond een wereldwijd verdrag over plastic<\/strong><\/a>. Een voorlaatste ronde is kort geleden in Ottawa gehouden \u2013 de laatste fase gaat in november plaats vinden in Zuid-Korea. Landen waren het erover eens dat zij plasticverontreiniging tegen moeten gaan, in elke fase. Aldus Jack Marley, milieuredacteur. Maar een voorstel van Rwanda en Peru om de productie<\/em> van plastics met 40% terug te brengen in 2040, haalde het niet.<\/strong><\/p>\n

Ambitieniveau<\/strong><\/h2>\n

Toch heeft een recente studie<\/a> aangetoond dat vermindering van productie de beste manier is om plasticvervuiling tegen te gaan. Lijkt nogal logisch. Maar de vertegenwoordigers van de plasticindustrie, en van de olie- en gasmaatschappijen, wilden er niet aan.<\/p>\n

Maar hoe een overeenkomst er precies uit gaat zien, is niet duidelijk. Hij zou ambitieus kunnen zijn, \u2018met strikte en bindende maatregelen rond alle fasen van de levenscyclus van plastics (inclusief de upstream fasen van winning, fabricage en bewerking)\u2019, volgens onderzoekers Antaya March, Cressida Bowyer en Steve Fletcher, van de Universiteit van Portsmouth. Of hij zou zwakker kunnen zijn, \u2018met veel vrijheid voor elk land om vooral maatregelen te treffen in de downstream fase: afvalbeheer en voorkomen van afval).\u2019<\/p>\n

Strategie van de oliemaatschappijen<\/strong><\/h2>\n

Oliemaatschappijen zeggen al lang dat downstream maatregelen het meeste effect hebben op plastic afval; zoals betere en intensievere recycling. Maar er is bewijs<\/a> dat bedrijven actief op dit gebied al lang wisten dat recycling moeilijk en duur is, en niet echt helpt. Hoewel ze deze kennis niet deelden (en nog steeds niet).<\/p>\n

Het resultaat van deze non-communicatie is een handel in plasticafval van ontwikkelde landen naar ontwikkelingslanden. Ontwikkelde landen hebben geen technologie ontwikkeld om plasticafval te behandelen \u2013 en natuurlijk hebben ontwikkelingslanden dat ook niet. Bij aankomst van het afval zoeken vooral laagbetaalde vrouwen naar plastic flessen en andere recyclebare voorwerpen. De rest wordt gewoonlijk verbrand in de open lucht. De giftige gassen die hierbij vrijkomen zorgen voor veel gezondheidsproblemen<\/a>, aldus Costans Velis and Ed Cook.<\/p>\n

Ontwikkelingslanden betalen de rekening<\/strong><\/h2>\n

De weinige recyclingbedrijven die er in ontwikkelingslanden bestaan, worden overladen. Bovendien zijn de milieuregels er gewoonlijk minder streng. Toch gaat veel moeilijk te recyclen plastic<\/a> naar deze ontwikkelingslanden toe.<\/p>\n

Olie- en gasbedrijven denken dat de markt van plastic zal blijven bestaan als de vraag naar olie en gas zelf daalt<\/a>. Het maken van plastics profiteert van subsidies op fossiele brandstoffen, net als het winnen van deze brandstoffen zelf. Hoe moeten we dan het maken van plastics inperken als de olie- en gaswinning daalt<\/a>? Recente berekeningen geven aan dat\u00a0 vanaf nu olie en gas moeten dalen met 2,5% per jaar \u2013 en zelfs met 5% per jaar vanaf 2030. Maar gebeurt dat ook? Jack Marley vindt dat we hierover bindende overeenkomsten moeten sluiten, op de afsluitende top in Busan, Zuid-Korea, eind november.<\/p>\n

Gezamenlijke inspanning<\/strong><\/h2>\n

Maar misschien is zelfs dat niet genoeg. Er zijn voorbeelden van klimaatwetgeving, zogezegd \u2018bindend\u2019 van karakter, waaraan men zich alleen na een gerechtelijke uitspraak hield. Milieugroepen zullen zeker naar de rechter stappen als regeringen hun verplichtingen niet nakomen.<\/p>\n

Al met al kan de productie van plastics alleen dalen door inspanning op vele terreinen. Actievoerders op dit terrein moeten nauw samenwerken met actievoerders op het terrein van klimaatverandering, zegt Jack Marley. Zo lang fossiele brandstoffen goedkoop zijn en overvloedig aanwezig, zal het terugdringen van de productie van plastics moeten komen van publieksacties, en van rechtszaken.<\/p>\n
