Op een &#8216;hoorzitting&#8217; in Brussel werd duidelijk dat de nieuwe welvaart lokaal en op het platteland wordt geschapen. De regio gaat v\u00f3\u00f3r de nationale staat.<\/strong><\/p>\n<p>&#8216;Ik loop hier toch al jaren rond, maar dit is wel de eerste keer dat de Commissie zich echt druk maakt om innovatie in de regio&#8217;s. Niet de achtergebleven gebieden in verre uithoeken van Europa waar wat hulpgeld in moet worden gepompt, maar echte innovatie in de bio-economie in de regio.&#8217; Zo zei een consultant, die ook was afgekomen op een Brusselse bijeenkomst over, &#8216;Partnering\u00a0 for the Bioeconomy in the European Regions&#8217;, co-organised with the &#8216;Committee of the Regions&#8217;. Een hele mond vol, maar de Commissie is kennelijk echt van plan te luisteren naar wat bedrijfsleven en financiers hadden te vertellen over groene investeringen op het platteland. Er waren veel Europese ambtenaren en\u00a0 belangstellenden van bedrijven uit alle 27 landen van de Unie op af gekomen. De bio-economie (Europees jargon voor landbouw en alle verwerkende industrie\u00ebn van landbouwproducten) omvat volgens Rogier van der Sande, rapporteur van het Committee of the Regions en gedeputeerde van de Provincie Zuid-Holland, in Europa 22 miljoen werknemers (9% van de werkgelegenheid in de EU), die gezamenlijk meer dan 2.000 miljard waarde genereren. Een kwestie van definitie natuurlijk, maar toch heel wat bij elkaar.<\/p>\n<p><strong>In de regio is de bevolking veel meer betrokken<\/strong><br \/>\nHet regiobeleid van Europa is dus inderdaad belangrijk en het is nieuw, want tot nu toe hadden we\u00a0 de CAP, de Europese landbouwpolitiek, en die ging over heel andere dingen. Subsidies vooral. Want echt investeren op het platteland, extra inkomen genereren voor\u00a0 boeren die landbouwafval verzamelen en voorbehandelen en dat vervolgens verder verwerken in middelgrote fabrieken &#8211; niet meer die reusachtige chemische installaties &#8211; die bij hen in de buurt staan en daar weer producten van maken voor een ander soort markt, dat is nog iets heel anders. Want hoe moet je dat doen en hoe moet je dat financieren, zijn daar regels voor? Hoe krijg je iedereen op \u00e9\u00e9n lijn? Het moet ook heel anders in de regio dan op nationaal niveau. De lokale bevolking is er veel meer bij betrokken. Vandaar dat na de lunch verschillende financiers, zoals de Europese Investerings Bank, maar ook kleine, private venture kapitalisten aan het woord kwamen.<\/p>\n<p>Een van de mooiste voorbeelden is natuurlijk Les Sohettes in Noord Frankrijk, in Champagne-Ardennes en Picardie, dat is voortgekomen uit een plaatselijk initiatief van boeren die in 50 jaar gezamenlijk zeker een miljoen eigen geld hebben ge\u00efnvesteerd. Daar staan nu twee\u00a0 bioraffinaderijen, een ethanolfabriek en een barnsteenzuurinstallatie. En het draait allemaal al. Of wat te denken van het Matrica project in Noord Sardini\u00eb, geco\u00f6rdineerd door Novamont waar, in een misschien nog wel bijna Middeleeuwse samenleving, een biobased complex &#8211; ter waarde van 450 miljoen euro &#8211; zal worden opgezet van zeven groene fabrieken en een technisch centrum waar 680 mensen zullen gaan werken, met alle indirecte locale effecten die zoiets met zich mee zal brengen. Er waren mensen in de Commissie die met hun oren klapperden. Ik ook trouwens. Er waren meer voorbeelden, maar deze twee vond ik de mooiste.<\/p>\n<p><strong>Europa groen en zelfvoorzienend<\/strong><br \/>\nEen ander interessant voorbeeld kwam uit Denemarken waar Dong Energy een bioraffinaderij voor een flink deel op plaatselijk stro wil laten draaien. De boeren daar, ook niet gek, hadden gelijk de prijs van stro naar boven aangepast. Zoals iemand ooit zei:\u00a0 &#8216;boeren, dat zijn de slimste ondernemers.&#8217; Zo is het en als ze het eenmaal door hebben dan gaat de biobased economy in Europa nog mooie tijden tegemoet en hebben we die hele archa\u00efsche Europese landbouwpolitiek niet meer nodig en kan een fiks deel direct door naar innovatieve investeringen. Als we in regionale ppp-sen (ook zo merkwaardig, de Commissie spreekt over &#8216;public-private-partnerships als ppps, in Nederland hebben we het over de pps. Lastig) maar flink zouden willen investeren dan krijgen we het volgende beeld: het platteland ge\u00efndustrialiseerd, overal ter plaatse nieuwe werkgelegenheid, meer inkomen voor de boeren, Europa veel groener en veel meer zelfvoorzienend, goeie exportproducten om nog maar te zwijgen over kennisexport. Niks crisis meer. Te mooi om waar te zijn? Nee hoor, maar dan moeten we wel de regio voorrang geven voor de biobased economy en niet meer de staten. Ook de Europese Commissie begint het langzamerhand te begrijpen, getuige die bijeenkomst op vrijdag 12 oktober in Brussel.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>De bio-economie is een regionale zaak en Europa heeft dat nu ook ontdekt.
