In Nederland heeft 2009 het Instituut voor Maatschappelijke Innovatie (IMI) op verzoek van het Interdepartementale Programma Biobased Economy elf maatschappelijke organisaties ge\u00efnterviewd over hun houding tegenover de biobased economy. Alle NGO\u2019s staan open voor dialoog en zijn benieuwd naar de vervolgstappen van de overheid.<\/strong><\/p>\n

\nWij geven hier een verkort verslag van de bevindingen van IMI.<\/p>\n

Alle ge\u00efnterviewden meenden dat de tijd rijp is om de biobased economy gestalte te geven. De noodzaak om de omslag te maken van een op petrochemie gebaseerde economie naar een economie gebaseerd op groene grondstoffen wordt steeds duidelijker. De grondhouding is dus positief. De opvattingen over de snelheid waarmee dit dient te gebeuren, maar vooral over de vormgeving en verduurzaming van deze systeemvernieuwing vari\u00ebren.<\/p>\n

Voor alle NGO\u2019s geldt als harde randvoorwaarde dat de ontwikkeling van een biobased economy op echt duurzame wijze vorm krijgt. Veel NGO\u2019s praten mee in Rondetafels over relevante onderwerpen als palmolie en soja. Zij pleiten voor een duurzame en integrale benadering van de biobased economy, bijvoorbeeld door het sluiten van relevante kringlopen (water, nutri\u00ebnten). NGO\u2019s vinden de mogelijkheid dat de voedselproductie in het gedrang komt een ernstig punt van zorg. De waardepiramide wordt eigenlijk omarmd (ook al wordt dat niet door iedereen zo benoemd) evenals het streven naar cradle-to-cradle. Sommigen vinden het ontbreken van aandacht voor biodiversiteit zorgelijk.<\/p>\n

Een aantal organisaties ziet nieuwe economische kansen, vooral door de uitstekende kennispositie van Nederland. Ze vragen wel om een echte systeemtransitie, omdat de huidige productieketens niet in staat zijn de gewenste noodzakelijke (duurzame) verandering tot stand te brengen. Ze zien ook kansen voor de ontwikkelingslanden, niet alleen grootschalig maar ook kleinschalig, bijvoorbeeld via coproductie met kleine boeren. Ook al wordt verschillend gedacht over de potentie van biobrandstoffen, men vindt unaniem dat de eerste generatie (ma\u00efs, koolzaad) zo snel mogelijk vervangen moet worden door de tweede en derde generatie. Als risico ziet men hierbij dat een slechte regie bij de uitfasering van de eerste generatie biobrandstoffen ertoe leidt dat de biobased economy zich te langzaam ontwikkelt, waardoor de op olie gebaseerde economie niet daadkrachtig wordt vervangen. Dit zou het slechtste van beide niet-duurzame werelden zijn: een lose-lose<\/em> situatie.<\/p>\n

De overheid zou niet meer uitsluitend top-down<\/em> maar ook sterk bottom-up<\/em> moeten denken, als stimulator van decentrale ontwikkelingen. De NGO\u2019s zien verschillende nieuwe rollen voor de Nederlandse overheid weggelegd: aanjager van duurzaamheidscriteria binnen de EU, stimulator van marktinnovaties in plaats van alleen technologie, en bewust de eigen inkoopmacht inzetten ten bate van duurzaamheid. Het gebrek aan samenwerking en afstemming tussen de betrokken departementen baart de NGO\u2019s enigszins zorgen. Maar tot slot: uit de interviews blijkt dat alle NGO\u2019s open staan voor dialoog en benieuwd zijn naar de vervolgstappen van de overheid.<\/p>\n","protected":false},"excerpt":{"rendered":"
