Eind mei was ik op bezoek bij een Green Deal<\/a> netwerkbijeenkomst in Amersfoort. Leuke locatie, de bijeenkomst zelf was niet heel opwindend, maar ik heb wel een aantal mensen gesproken op de borrel na afloop en meegedaan met een leuke workshop over innovatie.<\/strong><\/p>\n

Deze workshop behandelde innovatietrajecten, en mijn conclusie naar aanleiding van voorbeelden die door deelnemers aan deze workshop werden genoemd, en een conclusie die volmondig door de workshop-organisator werd gedeeld: innovatie wordt in veel gevallen veel te laag in een organisatie gepositioneerd. Om een innovatieproces te laten slagen moet het hogere management van alle aan het betreffende proces deelnemende organisaties verantwoordelijk zijn; innovatie is \u2018Chefsache\u2019.<\/p>\n

Innovatie wijkt af van de normale gang van zaken<\/h2>\n

Innovatie is voor geen van deelnemende partijen in een samenwerkingsverband business as usual. Er moeten beslissingen worden genomen die tegen de normale gang van zaken ingaan, die grote risico\u2019s met zich meebrengen, of die om snelle actie vragen. Geen nieuws, en het is gemakkelijk om dit te onderkennen en om dan met verschillende partijen onderling een projectsamenwerking, bijvoorbeeld op basis van een Green Deal, af te spreken. Alleen bleek bij de workshop dat dit dan niet altijd resulteert in de participatie van managers met afdoende beslissingsbevoegdheid.<\/p>\n

Onder het motto dat je van je fouten moet leren, heb ik jaren geleden een afstudeerder van de TU Twente gevraagd om uit te zoeken waarom projecten falen. Zijn thesis met de titel: \u201cEen goed begin…\u201d identificeert een uitgebreid aantal aspecten die van invloed zijn op de uitkomst van een innovatieproject, en maakt deze meetbaar. Afhankelijk van de mate waarin deze aspecten bij het begin van een project geregeld zijn, kan de kans worden voorspeld dat een project faalt. En inderdaad, effectieve beslissingsbevoegdheid bij alle projectdeelnemers is \u00e9\u00e9n van deze bepalende aspecten.<\/p>\n

Pas op met verwijten<\/h2>\n

De conclusie van de workshop in Amersfoort was dat ook een Green Deal georganiseerd uitsluitend op basis van welwillendheid al snel kan leiden tot een mislukt project, misschien zelfs tot verbazing van de participanten zelf. Immers, er waren toch goede afspraken gemaakt..? Indien een overheidsorganisatie, altijd een actor bij een Green Deal, dan steken laat vallen, is het gemakkelijk om deze de schuld van het falen te geven. Onterecht, indien verzuimd is om ook bij deze overheidsorganisatie afdoende beslissingsbevoegdheid te organiseren.<\/p>\n
