Veel ontwikkelingen in Europa zijn de afgelopen jaren gestuurd door CO2-wetgeving. Er zijn forse investeringen gedaan voor fabrieken die groene grondstoffen omzetten in bio-ethanol en biodiesel. Kolencentrales worden zo gebouwd dat ze ook grote hoeveelheden biomassa kunnen verstoken, ook al om de CO2-belasting te verminderen. Maar beleid wordt voortdurend bijgesteld.<\/strong> Er komt meer kritiek op het gebruik van biobrandstoffen en de bijstook van biomassa, en men vraagt om stimulering van biomaterialen naast biobrandstoffen. Het \u2018veld\u2019 is voortdurend in beweging.<\/p>\n

In dat veld moet Europa zijn positie kiezen, en binnen Europa weer elke regio. Want de biobased economy kan voor verschillende regio\u2019s heel verschillend uitpakken, op basis van de potenties van de regionale agro en chemie. Voor het maken van slimme keuzes is een goede analyse van de eigen kracht heel belangrijk. Waar liggen de sterke (en zwakke) kanten van elke regio? Welk gewas domineert in de landbouw? Hoe ver is de regionale chemische industrie ontwikkeld? Welk wetenschappelijk onderzoek is snel toegankelijk? Hoe is het klimaat voor het kennisintensieve midden- en kleinbedrijf? Hoeveel ruimte krijgen ondernemende boeren? Is het openbaar bestuur voldoende betrokken, en heeft het de wil om eventuele blokkades naar de biobased economy op tijd op te ruimen? Is er voldoende saamhorigheidsgevoel tussen de betrokkenen? Is er besef dat men elkaar nodig heeft, dat chemie de agro en logistiek nodig heeft, zoals agro de chemie en logistiek nodig heeft, en logistiek ook de beide andere? Als er meerdere wegen worden ingeslagen, is er een punt waarop deze samen komen? Is er zicht op, wanneer we welke resultaten mogen verwachten om teleurstellingen in een lange aanloopperiode te voorkomen? En zal de biobased economy inderdaad nieuwe impulsen kunnen geven aan de ontwikkeling van het platteland?<\/p>\n

Een roadmap
\n<\/strong>Met het antwoord op al die vragen in het achterhoofd, kunnen de betrokkenen samen een plan maken, een roadmap. Europa heeft de aanzet gegeven tot zo\u2019n roadmap: de Bioeconomy Strategy, gepubliceerd in februari 2012. Maar deze wordt nog niet breed genoeg gedragen, en moet nog worden uitgewerkt. Diverse lidstaten hebben een eigen strategisch plan gemaakt. Belangrijke regio\u2019s zijn al veel verder en zijn bezig de plannen daadwerkelijk uit te voeren. Europa gonst van de initiatieven. De biobased society is een wenkend toekomstperspectief.<\/p>\n
